Mark Misczak has 30 years of leadership experience in emergency management, policy and regulatory development, and delivery of federal disaster programs. He is CEM credentialed and recognized as a national expert in complex disaster recovery efforts. Some signature accomplishments include: • Served as the key disaster recovery policy advisor to the New York City OMB. • Provided strategic disaster recovery advice to the State of Texas; and supported Harvey recovery efforts including the Commission to Rebuild Texas (CRT). • Serves as a nationally-recognized expert on disaster recovery challenges facing FEMA (MSNBC/CNBC). • Directed development and submission of NYC’s Sandy-related grant claims of $9.5 billion; • Integral role in developing historic agreement with FEMA for a flat percent of Direct Administrative Costs (significantly reducing administrative burdens); the basis of the current national model. • Lead in the delivery of $4 billion of HUD disaster funding for housing, business, and infrastructure recovery; as well as resiliency investments. • Designed operational components of the Section 428 Public Assistance Alternative Procedures to rebuild communities in more functional and resilient ways. Mark previously served as the Deputy Director of FEMA’s Individual Assistance Division (IA), the Director of the Office of Cerro Grande Fire Claims, and as the Deputy of FEMA’s Integrated Services Team (Deepwater Horizon). Mark is recognized for working with FEMA leaders, NYS Governor’s Office, and NYC Mayor’s staff to create innovative programs not previously offered by FEMA (Rapid Repairs/STEP). Mark’s work in developing the NYC Rapid Repairs Program was praised for its innovation and efficiency, and is used as a template for new direct housing and sheltering programs. Mark is a graduate of the Senior Leadership Program from George Washington University and Harvard University’s National Preparedness Leadership Initiative.
