Mark Osborn offers extensive energy industry experience as an award-winning program / project manager and successful marketing & business development of new products and services. Accomplishments with two major utilities and an innovative engineering firm include the following: • Smart Grid/Energy Storage Development – Developed the Salem Smart Power Project, featuring a 5MW, 1.25MWh facility providing energy storage for wind integration; residential and commercial demand response; distribution automation; and a microgrid that allows an entire distribution feeder to island seamlessly and then to return to the grid, utilizing energy storage, solar and other DER for self-sufficiency. • Solar Photovoltaic Development – Managed all aspects of two of America’s first solar highway projects (the I-5/I-205 interchange project and Baldock Solar Station), which led to the Solar Pioneer Award for 2009 from Oregon Department of Energy and development of the Northwest’s largest distributed solar project – a 3.5 MW thin-film solar installation on ten ProLogis roof-tops. These projects utilized innovative 3rd party financing programs, meeting Portland General’s regulatory and cost criteria. Participate as a Standards Technical Panel Member, Underwriters Laboratories, Inc. December 3, 2015 – Present. Assisted with the development of the UL 1741 Ed 2. standard. • Virtual Power Plant - Dispatchable Standby Generation (DSG) Program – Created, implemented and managed the nation’s leading DSG virtual power plant, which currently exceeds 125 MWs of distributed generation for utility peaking needs. The DSG program won the 2006 Peak Load Management Alliance award for Program Innovation; the program’s software “GenOnSys” won Best Human Machine Interface, an international award from Invensys; DSG was featured in a March 2001 Power Engineering magazine authored by Mark Osborn. • Managed Net Metering, grid interconnections & developed the Solar Payment Option (Oregon’s innovative feed-in tariff) at PGE.
