About Marlo Kapsa

Marlo Kapsa is a multidisciplinary senior planner with expertise in community planning, housing policy, hazard mitigation planning, and transportation planning. She holds a Master of Urban Design and Planning Degree from the University of Washington and a Bachelor of Arts degree in Environmental Sciences with a Minor in Water Resources from Montana State University. Marlo has extensive experience in both the public and private sectors, having worked as a Planning Director for the City of Spearfish, a Current Planner for Rapid City, Planner/GIS Specialist for Meade County, Active Transportation Planner for Nelson\Nygaard, Transit Planning Intern for City of Seattle, and Research Assistant for the Institute for Hazard Mitigation Planning and Research. In her roles, Marlo has directed planning and development activities, facilitated public involvement and professional training, managed comprehensive planning, ordinance revisions, and varying transportation planning projects focusing on equity, resilience, and community-driven development. She has also provided strategic direction to local governments, monitored grant opportunities, and contributed to long-range transportation planning for cities and metropolitan planning organizations. Marlo’s dedication to urban planning and her multidisciplinary approach have made her a valuable asset in building sustainable and resilient communities.
