About Matt Botterbusch
As a consultant and an advanced human factors specialist, I help law enforcement agencies improve their use of force policies, practices, and training. I have over 27 years of experience in various aspects of policing, including patrol, SWAT leadership, narcotics, mobile field force, street crimes, drug recognition expert testimony, and Patrol Executive Officer responsibilities. I also hold multiple certifications in use of force instruction, analysis, and investigation from reputable institutions such as the Force Science Institute, Critical Incident Review, and the Federal Law Enforcement Training Center (FLETC). I received my Advanced Specialist certification in human factors from the Association of Force Investigators (AFI). I established and currently oversee the Use of Force Review and Analysis Unit at the New Castle County Division of Police. This groundbreaking initiative is the first of its kind in Delaware and serves as a national model for force analysis. We conduct reviews and analysis on more than 600 use of force incidents annually, ranging from weapon displays to officer-involved shootings. Our reviews are focused on developing better officer decision-making, performance, oversight, and data collection, as well as providing analytical feedback and recommendations to our command staff and training units. Additionally, I provide outside agency instruction, consultation, and presentations nationwide on the key principles of human factors and forensic video analysis, as well as the best practices for use of force review and management. Throughout my career, I have instructed thousands of students who include officers, investigators, government officials, prosecutors, judiciary, private attorneys, and civilian review boards. A few of my presentation events include the FBI National Academy Annual Conference for emerging technologies in law enforcement, the Daigle Law Group’s Learning Center, Use of Force Summit, Advanced Internal Affairs Certification Course, and the Association of Force Investigators. As an active law enforcement officer and analyst, I am also the co-founder of First State Force Review LLC and serve as an advisory board member for the Association of Force Investigators.
