Background
About Matt Neeb
I have about two decades of experience in local government both at the County level and at the Municipal level. My experience in the past at the County ranges from working with 20 municipalities assisting in regional planning and with local municipalities in updating there Zoning and, Subdivision & Land Development Ordinances (SALDO). I also completed thousands of plan reviews from projects involving minor & major subdivisions to land development plans. As Planning & Zoning Director at Chestnuthill Township I have issued thousands of permits for all types of projects to minor additions and alterations to new construction both residential and commercial. I have always been proud of the Permit turnaround times averaging 3 to 4 days of permit issuance (average). However, the MAIN caveat for this is that all permit information needed to issue the permit must be in hand. With that said communication and patience play a major role with the ability to achieve efficiency in issuing permits. A large portion of my time is Enforcement. My goal is and has always been compliance, and my approach with most enforcement actions is to issue either a verbal warning and in most cases a written warning/informational letter to the property owner. The hope with this approach is to start a communication line with the Township and the property owner. This approach also starts a timeline for each Enforcement. But unfortunately not everyone adheres to or addresses this warning/informational approach. So, if this approach does not work then I start the violation or citation process. If or when this enforcement action goes in front of a judge, I then have the documented timeline on how I have tried to work with the property owner to become compliant. This information such as the timeline and documentation is then easily presented to the courts for them to make the legal decision on that particular case. The goal is for compliance not fines. One of my strongest abilities is communication, I will give everyone the time to ask questions, explain to me their concerns, etc…. I have received three certifications in the Building Code world (PA Certified Building Code Official; Residential Building Inspector and Residential Plumbing Inspector certifications). I am always willing to learn and I am always ready and willing to help anyone that needs or asks for help. I also currently and in the past have volunteered my time to serve the local municipality in which I reside from Chairman of a local Township Planning Commission to a member of the Townships Park & Recreation Committee.
