About Matt Oakley

Matt Oakley has 30 years’ experience in transportation infrastructure, during which time he has held key leadership positions on various transportation and infrastructure projects in UK, Asia, Middle East and Australia. He is a recognized expert in Monorail Systems and is currently leading the worlds longest system in Cairo Egypt. Previously, as Technical Director with Mott MacDonald Malaysia, he was responsible for providing technical guidance and management oversight to several rail and mobility projects including the UK Government’s Prosperity Fund Global Future Cities Programme, where planning and engineering have to provide tangible social and environmental benefits in terms of gender equality, social inclusion, urban wellbeing and positive environmental impacts. During his four and half years tenure he also held the role of Business Development Director, and was instrumental in increasing their client base and workload, as well as building a skilled and talented local delivery team. Before returning home to Malaysia in 2015, Matt was Design Manager for the Civil Works D&B Contractor for the 10.6km Dubai Tram. Prior to this he was Project Delivery Manager for the detailed design of the 10km D&C Glenfield to Leppington Rail Line southwest of Sydney. Having worked for both Consultants and Main Contractors he understands the needs of both parties and is able to lead the design process through to execution, including the rail engineering and system assurance aspects for civil works and provide experience in managing interfaces between civil and system partners. Earlier he spent five years in Dubai where he project managed the Palm Jumeirah Monorail through design development and project start-up and took the lead on planning, managing and coordinating all external interfaces for the Dubai Metro Purple Line. As part of the Purple Line feasibility study, Matt worked closely with developers to change the proposed alignment to maximize multimodal integration and create TOD opportunities for developer participation by integrating stations within mixed use developments. Prior to moving to UAE, Matt worked for eleven years in Malaysia and held senior engineering and management positions on the STAR LRT, Kuala Lumpur Monorail and Putrajaya Monorail projects with International and local contractors.
