Managing Director | International Construction Executive | Strategic Delivery & Dispute Resolution Expert I am a Managing Director in Kroll’s Expert Services practice, based in Hong Kong. I have more than 25 years of experience in infrastructure delivery, project management and witness testimony, assisting government agencies, contractors, legal teams, and multinational consortiums with distressed project recovery, dispute resolution, client-side testimony, and strategic delivery of complex rail and civil infrastructure programs. I have led large-scale infrastructure projects across Asia, the Middle East, North America, and Australia, often in high-pressure environments involving delay, dispute, or operational risk. I have served as Project Director on a number of multi-billion-dollar programs including the New York MTA Positive Train Control upgrade, the North-South Railway in Saudi Arabia, and the Admiralty Station extension for Hong Kong’s South Island Line. My expertise includes signaling systems. electrification, rolling stock, trackwork, civil construction, depot development, and operational readiness in live railway environments. As an expert witness, I have provided testimony in multi-national arbitration and conciliation cases, including cross-examination on matters such as emergency brake rates, track adhesion, delay impacts, and quantum analysis. I have also conducted deep-dive audits into troubled projects on behalf of executive leadership, advising on turnaround strategies for programs in Taiwan, Hong Kong, and the United States. Before joining Kroll, I held senior leadership roles at Siemens, Laing O’Rourke, Barclay Mowlem, where I directed delivery and bidding efforts on some of the world’s largest infrastructure projects. I also served as Bid Director for major tenders including the Sydney Metro West TSMO contract and the Perth HCS signaling upgrade. I studied Civil Engineering at the University of Technology, Sydney and am certified by the Association for Project Management. Away from work, I am an avid marathon runner (albeit slow) and actively support community-based infrastructure education initiatives across Southeast Asia.
