About Matthew Bowen

I am a Maine licensed attorney with a focus on real estate, land use, and public utility law. I am also an officer in the Maine Air National Guard where I serve one weekend a month in the base legal office. I have experience in real estate document drafting and negotiation to include easements, long term leases, and right of way use agreements. I also extensive experience title review and doing zoning analysis, preparing zoning applications, and representing the client's interests before any local zoning authority. As a law student I served on the Ocean and Coastal Law Journal as both a Staff and Articles Editor. My legal interests and studies were diverse, however, I particularly enjoyed the study of property, land use, municipal law, business associations, and insurance. My scholarly work includes a paper, which is published in the Ocean and Coastal Law Journal, titled "Advancing the Aquaculture Industry through the Federal Crop Insurance Program." Twice I was awarded a CALI Excellence for the Future Award,(awarded for the highest grade in the class) once for Land Use and Once for Insurance Law. I also have received the Shur Frisco Award for Municipal Law and Local Governance. I have served over fourteen years in the Air National Guard. My current assignment is in the legal office, however I have extensive experience in Air Force communication career fields. I have worked on the Defense Red Switch Network, Global Broadcast System, Cisco routers and switches, multiplexers, and cryptographic equipment. As an information security specialist I oversaw the application of STIGs, scanned the network for vulnerabilities, managed emission security for classified systems, reviewed audit trails, applying the Risk Management Framework, oversaw the re-accreditation of two network enclaves, and wrote policy and trained users on best practices of information assurance. I am an active member of the communities that I belong to. In law school I was one of the founding officers of the Finch Society,(a legal society dedicated to promoting legal services in rural communities) and the Maine Law Democrats. I have served as the President of the Top Three Council and as the Vice President of the Airman's Council for the 243d Engineering and Installation Squadron. Additionally, I also served in 2007-2008 as the Wyoming State Vice President of the Wyoming FFA Association, and the Thermopolis FFA Chapter President and Sentinel prior to that.
