About Matthew Dimech

With a proven track record in organisational turnarounds, Matthew brings a wealth of experience in leadership, operations, and strategic growth. Known for turning around underperforming units and setting up organisations in multi-disciplinary environments, he has spent the past 19 years leading teams and delivering results in both the public and private sectors. Matthew’s career commenced within the Public Sector where he served as the Head of Administration and Finance within the Msida and Sliema Local Councils. His most recognised accomplishment within this sector is the turnaround of Sliema Local Council following its forced dissolution by Government in 2012. What is more, Matthew actively involved himself in reviving the Local Council sector, after being appointed as Secretary of ANSEK, the Association representing the Local Council administrators. Whilst steering and implementing a number of infrastructural projects at Sliema Local Council, Matthew was actively engaged in policy discussions leading to amendments in Local Council legislation. Recently, Matthew held the Chief Operating Officer role at BCRS Malta were he steered the operation to achieve (and surpass) national beverage container recycling targets year on year. Matthew is known for being the scheme’s architect, having setup the BCRS from the early pre-launch days leading employees and cross-functional international teams through complex system design including tendering and procurement, scheme and sectoral policy, IT design and system integration, IS implementation, ERP design and integration with various typologies of machines and portals hailing from different multinationals, local and export logistics and operations management by data analysis, amongst others. His key managerial strengths are building sustainable business models, data-driven decision-making, and leading teams through transitions.
