About Matthew Halvorsen

Strategic risk and compliance executive with 20+ years of experience safeguarding national security, critical technologies, and global supply chains. I have led enterprise programs, built governance frameworks, and integrated AI-enabled analytics to deliver measurable risk reduction. At Exiger, I direct risk and compliance programs supporting intelligence and civilian agency clients. My work includes managing third-party and component-level risk assessments, developing compliance frameworks, and delivering executive-level insights that shape policy, procurement, and investment decisions. Previously, I served at the Office of the Director of National Intelligence, where I led the design and implementation of compliance frameworks that strengthened acquisition security and became foundational across government. Earlier, as an FBI Supervisory Special Agent, I directed high-impact national security investigations that required approvals at the highest levels of government. From 2020 to 2023, I taught graduate-level Supply Chain Risk Management in Georgetown University’s Master’s in Cybersecurity Risk Management program, equipping professionals with the skills to manage emerging risks and compliance challenges.
