About Melissa Barnett

With over 13 years of experience in contract acquisition and management, I have expertise in the full lifecycle of contract management, with a particular focus on Federal contracts. I have served as a consultant, helping businesses obtain GSA schedule contracts, and have run proposal shops to pursue new opportunities. In my 15+ years in the field, I have developed winning proposal strategies, built and led proposal teams, and managed contracts valued up to $300 million in both the public and private sector. I am knowledgeable in Government acquisition strategies, including Federal capture, GSA schedules, and other IDIQs, GWACs, and large Federal contracts. Prior to transitioning to proposal development with Space and Naval Warfare (SPAWAR) and multiple Marine Corps (USMC) programs through SAIC, I gained 7 years of experience as a contract law paralegal. I have also volunteered as a grant writer for various non-profit organizations and am proficient in grant proposal development. I hold a BS in Business Administration from The Citadel Military College in Charleston, SC, where I graduated Summa Cum Laude with a 4.0 GPA, as well as three Associate degrees in Arts, Science, and Public Service (Paralegal). In every role I have held, I have been responsible for a wide range of duties, including long-range capture strategy, contract management and reporting, corporate support from a legal and compliance standpoint (such as managing Secretary of State registrations and reporting, and corporate reporting and records for Federal Government requirements like SAM, NAICS codes, and GSA VPP), and even editing marketing documentation.
