About Meredith Taylor

M&E Professional with over 20 years’ experience in the private sector as well as in government and NGOs, currently working as INL Design Monitoring and Evaluation (DME) Specialist Advisor. Responsible for the design and implementation of monitoring and data collection tools for the agency program portfolio, working with project managers and program officers. I also have experience as TPM Consultant for the USAID Catalyst Project, a 5-year,$34M buy-in mechanism that aims to enhance and spread the use of open innovation across the USAID’s global portfolio. The Catalyst Project is the implementing partner of BetterTogether / JuntosEsMejor Challenge, which is funded by the USAID and the Inter-American Development Bank (IDB). I hold a law degree from the Universidad del Istmo and have worked extensively with development programs, including the development of legal education programming through the American Bar Association, Rule of Law Initiative in Panama. I have overseen or supported all facets of program management, including engaging with relevant stakeholders in the development of capacity building activities, organizing a national mock trial competition, managing logistics for program activities, and promoting the program through social media and other outlets. I also have operations experience with other international development organizations, including the UN Office of Drugs and Crime and the UN Population Fund. I have over 15 years experience in program development, implementation of MEL plans, coordinated with justice sector officials engaged in reform efforts, overseen the general administration and financial monitoring of programs, and managed contractors and subgrantees. This experience also includes remote management of subgrantees in foreign jurisdictions. For example, while working for the UN Population Fund LAC Regional Office, I oversaw the development of KPI’s and evaluation of implementing partners’ budgeting and administrative procedures in Ecuador, Perú, Bolivia, Guatemala and the Dominican Republic. I hold a B.S. in Marketing, a degree in Law and Political Science and recently a TESOL Certificate from Arizona State University.
