About Michael Bourke

I am a leading expert in job evaluation and training, a specialism honed over 25 years as a consultant working across the whole spectrum of reward management. From job evaluation, salary surveys and market pricing, to the development of bespoke pay and grading frameworks and reward strategies in the UK and overseas. This extensive experience has allowed me to take a broader perspective and help clients ensure their approach will support business objectives. As well as developing the culture, structure and people capabilities they wish to build. I have acted as an expert witness in a number of equal pay cases. As well as conducting preliminary assessments on legal cases to gauge the merits of claims, I have been instructed by the Government Legal Department (GLD) formerly Treasury Solicitors (TSol) as an expert adviser and party expert for the purposes of equal value assessments in relation to proceedings in a number of cases in the employment tribunals from 2008 onwards. I have also worked with the GLD on an equal pay case which involved compiling 47 job descriptions for evaluation by an Independent Expert (IE). In 2020 I provided job evaluation expertise as part of a large EHRC equal pay investigation. I was also jointly instructed by Squire, Patton & Boggs and Herbert Smith Freehills as a party expert for a Rated as Equivalent (RAE) claim for a large retail sector client. I am also an experienced trainer of people at all levels and I manage the Beamans training team - delivering various reward management training events including JEGS practitioner training.
