About Michael Capobianco

I’ve spent the past 18+ years as a senior acquisition leader and career U.S. diplomat working to deliver fast, effective, and ethical solutions across federal and global development challenges—from conflict zones to joint military environments. I’ve led portfolios of over $6 billion, signed thousands of award actions, and managed multinational teams across high-stakes settings—from Afghanistan and Ukraine to Vietnam, South Sudan, and Zambia. My core strength is bridging mission needs with real-world execution. Whether it’s launching USAID’s first-ever Local Partner Unit to break down barriers for new vendors, executing a $45 million construction oversight award in wartime Ukraine in just 35 days, or co-authoring phased acquisition guidance to streamline procurement cycles—my focus is on cutting complexity, increasing access, taking calculated risks, getting it done quickly, and driving outcomes. I bring deep knowledge of the FAR, DFARS, CAS, and all contract, grant, and OTA mechanism types. I’ve worked closely with U.S. and foreign government agencies, the private sector, and multilateral institutions to solve problems collaboratively. I’ve managed major infrastructure, health, and emergency response programs, and I’m known for finding smart, ethical solutions under pressure. Currently completing a Master of Science in National Security and Resource Strategy at the National Defense University, where I’m also the first USAID officer selected to complete DoD’s Senior Acquisition Course. I’m comfortable operating in joint military environments and am passionate about strengthening our nation’s defense industrial base.
