He is particularly experienced in matters involving the health care industry, representing academic medical centers, health systems and other providers, medical device companies, pharmaceutical manufacturers, biotech, pharmacy benefit managers, health insurers, and universities. Extensive experience litigating under the U.S. False Claims Act against the government and private relators in federal district courts and the federal circuit courts of appeals. Also handles various government enforcement matters involving federal grant issues, securities enforcement, trade secret theft, export and trade controls, US Foreign Corrupt Practices Act, public corruption, business immigration and campaign finance law. Experienced in criminal and civil litigation in federal district and appellate courts, as well as state trial and appellate courts. Also uses extensive experience defending organizations to conduct internal investigations and assist with the design and implementation of compliance systems. Previously a federal prosecutor with the Public Integrity Section, Criminal Division, US Department of Justice, joining the Criminal Division under the Attorney General's Honors Program. At Public Integrity, he investigated and tried cases involving extortion, bribery, conflict of interest and other offenses committed by public officials. Also served as a Special Assistant US Attorney in the Office of the US Attorney for the Eastern District of Virginia (Alexandria Division), prosecuting a variety of general crimes, as well as fraud, illegal drugs and homicide. Served as a Judicial Law Clerk for the Honorable A. David Mazzone, U.S. district Court for the District of Massachusetts.
