About Michael Freeman

I am currently serving as the Regional Engineer Manager at the Cedar City office of the Utah Division of Water Rights. With a strong background in water resource management and engineering, I am dedicated to overseeing the sustainable and efficient management of water rights in southern west Utah. In my role, I lead a team of skilled professionals in developing and implementing groundwater management plans, ensuring compliance with state regulations, and addressing the diverse needs of our stakeholders. My responsibilities include coordinating with local governments, farmers, and water conservancy districts to promote water conservation and address the challenges of overuse and resource allocation. I am passionate about leveraging my expertise to support the sustainable development of our water resources, and I am committed to fostering collaboration and innovation within the industry. Previously, I have gained valuable experience working as a Civil Engineer for the Bureau of Reclamation (Reclamation). During that time, I have authored or provided peer review for over 150 technical documents. While ensuring quality assurance processes were followed, my priority for these documents has been accuracy and clarity. I initiated, helped develop, and coordinated the efforts of both the Bridge Inspection Program and the UAS (Unmanned Aerial Systems/Drone) Program at Reclamation’s Provo Area Office. In addition to my standard work duties, I applied for and obtained a internal science grant from WaterSMART for the evaluation of crack monitoring through Structure from Motion principles (SfM).
