About Michael Grubbs

J. Michael Grubbs is a partner in the Indianapolis office of Barnes & Thornburg. Mike’s practice focuses primarily on representation of healthcare providers in transactions, regulatory compliance, and audit and dispute resolution. Mike represents clients in administrative law proceedings before state and federal healthcare regulatory agencies and related litigation matters. His work also includes resolution of reimbursement and regulatory compliance issues as well as structuring or restructuring ventures and transactions to avoid problems before they arise. Prior to entering the practice of law in 1988, Mike was a certified paramedic and emergency medical technician, assistant administrator of a health maintenance organization, chief financial officer of an organization operating group homes for children and adults with intellectual and other developmental disabilities and deputy director of the Indiana Health Care Association. During his legal career he has been instrumental in drafting legislation regarding Medicaid disproportionate share payments, Medicare geographic reclassification, and matters involving mental health and access to health records. He has also been active in creating hundreds of collaborative arrangements between non-state owned public hospitals and private for-profit and non-profit long term care providers that allow the facilities to obtain supplemental Medicaid payments up to the Upper Payment Limit (UPL) funded by Intergovernmental Transfers (IGTs) from public hospitals.
