Currently serve as President and Senior Consultant for Apparity Consulting LLC assisting clients in government procurement, contracts and supply chain matters. Previously served as the Director, Shipbuilding Contracts Division, Naval Sea Systems Command (Mar 2011 - Apr 2019), one of the largest buying activities in the federal government. Directed the acquisition planning, negotiating and awarding of design and construction contracts for the Navy ships, submarines and nuclear reactor components valued in excess of $18 Billion annually. Oversaw the four Supervisor of Shipbuilding contracting offices responsible for administering ship design, construction and overhaul contracts valued at $100 Billion. Previously served as the Director, Surface Systems Contracts Division (2005-2011), the organization responsible for procuring the Navy’s shipboard combat systems, electronic warfare systems, radars, guns and surface-to-air missiles. My comprehensive experience includes complex weapon system production, ship design and construction, major research and development, professional services and international programs. Selected to the Senior Executive Service in August 2005. Bachelor’s degree in business from the University of Maryland. Master’s degree in procurement and materials management from the American University. Senior Executive Fellows Program from Harvard University’s John F. Kennedy School of Government. Professional awards include the 2016 Presidential Rank Award, Admiral Wayne Meyer Acquisition Excellence Award, Navy Meritorious Civilian Service Award, Navy Competition and Procurement Excellence Award, and the David Packard Excellence in Acquisition Award.
