About Michael Harmon

Michael Harmon is the Deputy Director for the Office of Professional Conduct, an administrative agency created by the Arkansas Supreme Court which is responsible for the review of complaints about the conduct of Arkansas-licensed attorneys, the enforcement of the prohibition against the unauthorized practice of law, and the administration of the Arkansas Client Security Fund. Prior to becoming Deputy Director, Michael served as Senior Staff Attorney and was responsible for reviewing complaints filed against Arkansas attorneys, investigating the complaints and making determinations whether the attorney violated the Arkansas Rules of Professional Conduct. Once a determination was made, Michael then prosecuted the matter before the Arkansas Supreme Court Committee on Professional Conduct and, from there, on appeal to the Arkansas Supreme Court. Michael also serves as staff attorney to the Arkansas Client Security Fund. The Fund was created by the Arkansas Supreme Court to protect clients from losses caused by the dishonest conduct of members, or former members, of the Bar of Arkansas. Should a client of a suspended or disbarred attorney suffer a loss caused by the dishonest conduct of the suspended or disbarred lawyer, The Fund is authorized to approve payment to a client up to a maximum of Michael is responsible for administration of claims filed with The Fund Committee, investigation of the claim and presentation of the claim to The Fund Committee. Michael is responsible for payment of all Office of Professional Conduct and Committee on Professional Conduct expenses and keeping the Office of Professional Conduct within its budget as set by the Arkansas Supreme Court's Administrative Office. Michael has served as a member of the American Bar Association's Standing Committee on Client Protection. Michael has spoken on Client Protection matters at national forums.
