Dr. Howard has over 30 years of progressive experience in the public and private sector and United States Air Force developing, managing and leading a wide range of organizational development strategies. Responsible for policy guidance and oversight of training and readiness of the acquisition workforce Agency-wide. He has broad experience in the analysis, design, development, implementation, evaluation and management of workplace learning initiatives. He has proven success in developing innovative solutions, managing Artificial Intelligence (AI) talent to deliver AI training and colloquiums, communities of practices for government clients. An expert communicator who leads a number of strategic communications forums across the DTRA enterprise as well as a Technology podcast series. Dr. Howard has expertise in DoD acquisition, managing complex programs and teams to achieve goals and objectives. He has developed and implemented high value and cost effective programs. He spearheaded programs that led to his client’s win of the Office of the Secretary of Defense,(AT & L) Small Unit Bronze Award for Workforce Development Initiatives.
