About Michael Kolain
I currently work as an advisor for legal policy in the German Federal Parliament (Bundestag). My interests are the regulation of emergent technologies (like robotics, artificial intelligence or DLT), E-Government / GovTech, data protection, data law, privacy-preserving technologies, Sustainability & Digital Transformation and Digital Foreign Policy. I approach these topics primarily from the perspective of public law and particularly enjoy working in interdisciplinary projects, for example in the field of legal informatics or in collaboration with social sciences. So far, the highlight of my academic research and writing has been the publication of "Blackbox Algorithmus - Grundlagen einer Regulierung Künstlicher Intelligenz"(published by Prof. Dr. Mario Martini in collaboarion with Jan Mysegades and me at Springer in 2019) as well as the presentation of the study "Zukunft Gesundheitsdaten"(co-authored with Ramak Molavi for bundesdruckerei and irights.lab) in the Parliamentary Society in Berlin. Aside my long-lasting part-time job as coordinator of the research department "Transformation of the state in the digital age" at the German Research Institute for Public Administration, I have worked as a freelance writer, independent expert and legal editor. My creative side is active with short stories, literature performances, intersectional art projects, philosophy, music and poetry. As member of the team "Privacy by Blockchain Design", Christian Wirth hand me have initiated and co-written the DIN SPEC 4997, the worldwide first standard that deals with the intricate question of how to deal with and protect personal data in Blockchain ecosystems. We worked on this with a diverse consortium from academia, startups, large companies and including both legal and technical perspectives. Currently working on or thinking about: AI-regulation, Smart Robotics, legal challenges of IoT and digital plattforms, doctrinal foundations of data law, eHealth, Privacy by Design, Green IT, surveillance, diversity in Tech, Sustainable AI, GovTech, eID, digital foreign policy, intersectional feminism and digital governance.
