About Michael Manangu

I'm a public policy professional with thirteen years of experience in research, project management, policy analysis, program administration, M&E, and communication, complemented by a strong background in political science focused on citizenship, education, and social welfare in Southeast Asia. I have spent more than ten years in professional life in the education sector at its highest and lowest levels, and currently work as a teacher and perform occasional contract research work for UNICEF’s Education section. Before this, I worked in the Planning Service of the Department of Education (DepEd) Philippines. At DepEd, I played a significant role shaping its policy development and research management institutions in a systematic, participatory, and evidence-based mold. Among other achievements, I have conceptualized and delivered activities that have capacitated hundreds of research managers and policy making staff throughout the Philippine education system, including two research management conferences, several policy and research forums, and the formulation of quality control tools for completed education research. In addition, I have also acquired extensive experience in engaging stakeholders in both the public and private sectors, as well as translating complex findings from these engagements and available evidence into actionable and publishable outputs, including (most recently) the National Road Map for the Implementation of Republic Act 11650, which mandates construction of Integrated Learning Resource Centers for Special Needs.
