Mike is a retired Minneapolis Police sergeant. He was the Deputy Director of Minnesota Police Corps Program where he was responsible for the development and implementation of a 22-week residential academy.He is a community faculty member of Metropolitan State University. He served as the Chairman of the Inver Hills Community College Law Enforcement Advisory Board and he continues as a board member. In 2005 he authored and published Walking With the Devil: The Police Code of Silence. The Promise of Peer Intervention. What bad cops don’t want you to know and good cops won’t tell you © 2005, 2011, 2016. Walking with the Devil is read in colleges and police agencies across the United States as part of the law enforcement curriculum and continuing education for police officers."Walking" is the foundational document of “Peer Intervention for Law Enforcement,” an International Association of Directors of Law Enforcement Standards and Training (IADLEST) certified course. Mike is an IADLEST certified instructor and the CEO of the International Ethics and Leadership Training Bureau, LLC (IELTB). He provides ethics training and consulting to agencies and businesses. Mike worked with the New Orleans Police Department and the U.S. Department of Justice in developing and evaluating a peer intervention program dubbed “EPIC – Ethical Policing is Courageous©” as featured in the New York Times, the Police Executive Research Forum, Sage Publications Police Quarterly – Keeping Each Other Safe, and most recently in USA TODAY online edition.He conducted the first train-the-trainer course in "EPIC" for the New Orleans Police in 2016. He is the sole proprietor of Quinn and Associates, a consulting and publishing group that provides expertise on police practices.
