About Michael Stephenson

Mike previously had retired from Dow Chemical and Union Carbide at the end of 2012 after 31+ years of service. Mike currently serves as the TRANSCAER Coordinator for the State of New Jersey and past activities included being an active member on the State OHSP’s Chemical Sector Security Committees where he served as Chemical Sector Security Chairperson. Mr. Stephenson had also been on CCNJ’s newly formed Rail Safety Task Force and also participated with both Benjamin Moore and Dow Chemical on the NJ Paint Council and Health and Safety Committees. He holds a degree in Marine Science/Geology from Kutztown State University in PA. During his tenure as senior emergency services and security (ES & S) specialist at Dow, Mr. Stephenson led Dow’s global security vulnerability assessment/audit programs and processes along with ensuring compliance within North American sites with Federal (CFATS, MTSA, TSA Rail, DOT), State (Security Best Practices), and Canadian (PIP, T-CPAT, Responsible Care) safety and security regulatory requirements. Mike was also Dow’s local and regional focal point for ES & S within the Delaware Valley and Massachusetts hubs, which included 15 Dow manufacturing, R&D, and office facilities in the northeast. With more than 20-years experience as a hazmat responder, Mike has been a member of the Distribution Emergency Response Team for both Union Carbide and Dow Chemical, and was an instructor as part of Dow’s National TRANSCAER training team, which provides emergency preparedness training across the US and Canada in cities and towns along priority distribution and supply chain transportation routes. An experienced incident commander, Mike has been deployed by Dow to sites in Soma, Japan following the 2011 earthquake/tsunami as well as locally to Bristol, Pa. following the lightning strike event in 2012 to assist command and control during emergency operations and recovery efforts. As the site ES & S leader, Mike participated as Dow’s representative on numerous county and township Local Emergency Planning Committees (LEPCs), Hazard Management Advisory Committees (HMAC), and local Community Advisory Panels (CAPs).
