At Canadian Heritage (PCH), he supported the arts and cultural industries, contributed to copyright reform, and advanced digital engagement. He promoted cultural businesses abroad at the Embassy of Canada to France, assessed funding proposals at the Canada Media Fund, and worked in publishing at Scholastic. He has served on the boards of the Watermark Theatre and the Charlottetown Film Society. Official Languages and Community Engagement – At the Canadian Institute for Research on Linguistic Minorities (CIRLM), Michel developed research frameworks and advised on partnerships. At ACOA, he led initiatives supporting economic development in official language minority communities. At PCH, he co-directed the Francophone Secretariat. He supported Acadian artist promotion in France and served on the board of Carrefour de l’Isle-Saint-Jean. Earlier, he worked as a language monitor and educational assistant. Policy Innovation and Strategic Research – Michel prepared Cabinet documents and led public opinion research at VAC. At ACOA, he worked on entrepreneurship and recovery policy. At CIRLM, he identified Francophone research priorities. At PCH, he led policy development and coordinated Treasury Board submissions. In France, he conducted market studies to support cultural exports. Program Leadership and Operational Management – Michel managed teams, budgets, and major commemorative projects at VAC. At PCH, he oversaw funding programs, led a branch transformation, and managed a $14 million budget. At the Embassy of Canada to France, he administered the Trade Routes program to support cultural exports.
