Michael Locker is the Founder and President of a New York City-based business consulting firm specializing in corporate restructuring, buyouts, feasibility studies, business plan development, and due diligence. Widely recognized as an authority on reorganizing troubled companies, Mr. Locker has served as an expert witness in numerous legal and arbitration cases related to the steel industry and other sectors. Notable cases include 1.) representing a U.S. steel producer as an expert witness in an arbitration case, 2.) as an expert witness and advisor to Wheeling-Pittsburgh Steel on world steel prices and production costs during its trade case against Japanese and Russian firms, and 3.) retained as an expert witness by a potential buyer of Gulf States Steel during liquidation process. Mr. Locker was appointed Chief Restructuring Officer for J&L Structural during its Chapter 11 bankruptcy proceedings, overseeing a comprehensive restructuring. He also served as a financial analyst and business consultant to the United Steelworkers (USW), focusing on operational improvements, market studies, restructuring efforts, mergers and acquisitions, and labor-management improvement programs for U.S. and Canadian steel companies. His expertise was instrumental in Stelco’s restructuring efforts and contract negotiations in Canada and in analyzing Warren Consolidated Industries' business plan and restructuring strategy in collaboration with the USW. A prominent steel industry analyst, Mr. Locker published and edited a newsletter focused on the steel industry for over 30 years.
