About Monica Steele

I’m a Senior Program Manager with expertise in population health, strategy, and operational excellence. Over the course of my career, I’ve led large-scale programs that drive measurable improvements in care outcomes, cost efficiency, and team performance. My career began at Children’s National Medical Center in Washington, DC, where I delivered community health education programs and supported child health advocacy projects. Collaborating closely with clinical and public health professionals, I developed a strong foundation in building programs that engage communities and empower families to make informed health decisions. I then joined the National Committee for Quality Assurance (NCQA), where I advanced from Program Manager to Assistant Director and ultimately Director of Recognition Operations. I led a 25-person team responsible for evaluating and supporting more than primary care practice sites annually under the Patient-Centered Medical Home (PCMH) program. Under my leadership, the team increased customer satisfaction by 20% and retention by 15% over two years. I also partnered with Product teams to develop and enhance programs that support value-based care, including PCMH and Health Plan Accreditation (HPA). In 2025, I joined Blue Cross NC as a Senior Project/Program Manager on the Population Health Strategy team, where I continue to lead initiatives that drive cost savings, improve care outomes and accelerate the shift to value-based models.
