About Neil Cook

Safety, safeguarding and risk reduction leader with a background in serious crime investigation and public protection across policing and critical national infrastructure.I began my career as a Detective in one of Scotland’s busiest divisions, leading complex investigations and making high-stakes decisions in fast-moving, high-risk environments. That experience shaped my ability to assess threat quickly, manage risk proportionately and coordinate multi-agency responses to protect vulnerable people.I now apply that same intelligence-led, preventative approach at Network Rail, where I lead the strategy, governance and delivery of route crime, safeguarding and suicide prevention across Scotland’s Railway. I design and commission targeted interventions that reduce harm, improve operational performance and build long-term resilience across communities and the transport network. My work brings together data, partnerships and practical solutions — aligning Train Operating Companies, British Transport Police, Samaritans, local authorities and third-sector organisations to prevent incidents before they occur.Alongside my professional role, I volunteer in youth football coaching, supporting younger children in developing teamwork, discipline and confidence within a safe and structured environment. This reinforces my commitment to early intervention, positive role modelling and safeguarding beyond the workplace.I’m motivated by creating safer environments through early intervention, problem solving and sustainable system change.
