Specialist in contracts and procurement, including prequalification; tender and contract preparation; procurement strategy; project implementation; contract administration; construction supervision; and assessment of claims / compensation events and resolution of disputes- Particular expertise in the procurement and implementation of Private Finance Initiative (PFI)/ Public Private Partnerships projects, including design, build, finance and operate (DBFO), for major highways, rail and bridge projects, acting as Client's Technical Adviser and Lenders' Technical Adviser- Expert in New Engineering Contract (NEC) and trainer in the NEC Engineering and Construction Contract (ECC)- Contracts advisor on Institution of Civil Engineers/Infrastructure Conditions of Contract (ICE/ICC) and Fédération Internationale Des Ingénieurs-Conseils (FIDIC) conditions of contract. Neil has over 19 years of experience as a Contracts and Procurement Specialist providing contractual and procurement advice to internal and external clients in various fields of engineering (roads, rail, ports, water and environment) using various forms of contract (standard and bespoke). Neil has extensive experience in procurement, tender documentation, negotiation and contract administration on large, high-profile projects. Currently, Neil is Project Manager, Commercial Lead and Depots Lead as part of the Lenders' Technical Adviser teams on the Intercity Express Programme - Great Western Main Line and East Coast Main Line projects (£5.7billion). Neil also provides contract advice and support on various FIDIC projects (including Project Varsha, India) and various NEC projects (including Harwich Haven dredging contracts). Neil has been preparing tender documents and providing contractual advice on projects procured under the NEC, since 1997, and has been a presenter at training courses for NEC ECC and Prior to joining the Contracts and Procurement team in Halcrow (now part of Jacobs), Neil has had over 13 years of experience in the field of water and wastewater engineering including the planning; project management; design; drawing production; tender and contract documentation; tender assessment; evaluation of claims/compensation events; and construction supervision of water supply, sewerage and sewage treatment works.
