About Noel S.

With over thirty (30) years of professional work experience in the field of Information Technology and over fifteen (15) years in a senior managerial position in a multi-national manufacturing organization and government agency. I was involved in the architevture, design, evaluation, implementation, project management, operations management, tuning, maintenance, and upgrade of technology solutions to meet business automation requirements on a 7x24x365 operation. As a senior management employee in Information and Communications Technology (ICT), I led a group of IT professionals responsible in providing thousands of users across different sites and Business Units within the Philippines with Information Systems functionality and services in accordance with mutually agreed-to performance standards. Developed, monitored and reported periodically the spending of the annual IT operating and capital expenditure budget. Developed IT solutions to various business requirements such as Enterprise Resource Planning (ERP) implementation, Manufacturing Execution System (MES) implementation, Computerized Maintenance Management System (CMMS) implementation, and ICT organization consolidation into a Shared Services Center. As a Senior IT Auditor in my previous work assignment, I supported the responsibility of Management and the Audit Committee of the Board of Directors by conducting IT security, operational, and compliance. As a Team Lead for Architecture and Quality Assurance in my current work assignment, I lead a group of Specialists responsible for the development of strategies and identification of technology and functional solution related to the Meter Data Management and Repository (MDM/R) system. Developed and implemented Quality Assurance methodologies and best practices. Developed and maintain the Data Governance framework and related processes and analytics to ensure the security and quality of MDM/R data.
