About Olivia Padilla

Olivia Padilla, MEd, PMP, has been working on education assessment and research programs in diverse international and domestic settings since 2004. Since 2014, Ms. Padilla has co-managed the State of Oregon K12 assessment program. She has managed multi-country impact evaluations, US state standardized education assessment contracts, and USAID education program monitoring and evaluation programs. Ms. Padilla has held leadership positions in projects for clients such as USAID, USDOL, UNICEF, the Open Society Institute, USDOE, the Bureau of Indian Education and the State of Oregon. Ms. Padilla has strong management and communication skills that complement her technical expertise in education assessment, evaluation design, and monitoring and evaluation systems. Ms. Padilla has field experience in Guatemala, Honduras, Kazakhstan, Liberia, Nicaragua, Peru, South Africa, Ukraine, and Zambia, as well as across several US states. She is a Spanish-speaker and is experienced using SPSS and SAS for data analysis. Ms. Padilla is a Project Management Professional (PMP).
