About Omer Haim

Appointed in July 2019, Mr. Omer Haim is Israel’s Ministry of Defense Representative and Director of its Office of Defense Cooperation (ODC) in Washington D.C. He is responsible for managing cooperation with the US Department of Defense and guides the various dialogues, understandings and cooperation with the Office of the Secretary of Defense. Omer leads MOD’s interactions with the USG on the political-military level and oversees the defense export, defense-industrial and licensing processes vis-à-vis the USG authorities and industry. Prior to being positioned in Washington, Omer served for over a decade at the MOD head office in Tel-Aviv. Between April 2015 and July 2019, he was Chief of staff and principal advisor to MOD's Director General. In this capacity, he managed and oversaw 24 branches and directorates and led cross-functional efforts within the MOD, including formulating strategies, crafting policies recommendations at the Ministerial level, promoting relations with strategic partners, directing acquisition and sustainment processes, analyzing the capabilities concerning Israel's industrial base and authorizing future war-fighting capabilities. Previously, he served for six years (2009-2015) as Division Director in the IMOD DSDE (Director of Security of the Defense Establishment). He was responsible for formulating security concepts and guidelines related to protecting Israel’s defense technology, negotiating strategic security agreements with senior defense and military partners. Between and 2009, Omer served in the ISA (Israel Security Agency, better known as “shin bet”) in various staffing and command positions.
