About Parvaneh Carter

Parvaneh Carter began her professional career working in the environmental field, focusing on water quality issues at the Los Angeles Regional Water Quality Control Board. She helped develop and write integral policies to help protect SoCal waterways (SUSMPs). She worked in the enforcement sector whilst at the Water Board, going after municipalities and large corporations for pollution violations. Mrs. Carter also worked with the EO to help create an outreach program that integrated the industrial sector with regulatory, municipal and nonprofit entities in the region to provide monies for the cleanup of polluted waterways. Mrs. Carter honed her skills in public outreach and event planning while sitting on the Board of the Huntington Harbor Philharmonic Society and pivoted her career to the private sector as the Executive Director of PR during her time with Antidote. She created various events pertaining to cars and racing to draw in new business and grew the company’s media presence exponentially. Mrs. Carter shifted her career into the healthcare industry. Specifically, she focused on the treatment of addiction and eating disorders. She had witnessed the horrors of addiction through the experiences of family and friends and was determined to help those facing addiction by providing a safe, caring and effective program. She worked from the ground up to expand her company and meet her vision for its future. She had to secure funding, real estate, executive and clinical staff, obtain proper licensing and create an effective treatment program. Parvaneh was able to expand the company from solely providing outpatient services at one location to a 30 bed inpatient treatment facility at multiple locations. She expanded the company to include multiple outpatient service locations as well as providing sober living locations. She sold the company in December 2019 and opened a consulting firm. Parvaneh is currently working in the workforce development sector as the Strategic Projects Director at Nevadaworks. Nevadaworks is Northern Nevada’s Workforce Development Board. It is the hub for job seekers looking for training and employment opportunities, and employers looking to develop and hire skilled workers. She currently sits on the Northwestern STEM Network's Advisory Board and GOED's State Plan Strategic Planning Committee. Parvaneh has proven that her professional skills and abilities enable her to fit into virtually any industry. She has been recognized consistently for performance excellence and contributions to success in the industries she's worked.
