Pat Scully stepped down on 12/31/19 as Bernstein Shur’s chief executive officer after 36 years with the firm. For 36 years Pat represented Bernstein Shur’s energy clients in a variety of contract and regulatory matters, including representation before Maine’s Public Utilities Commission. Pat represents developers and owners of generation facilities, electricity suppliers and others in rate and rate design proceedings, rulemaking and regulatory compliance, responses to competitive solicitations such as standard offer service and compliance with state renewable portfolio standards. Pat also represented energy clients in negotiation of interconnection agreements and transmission agreements with utilities as well as the negotiation of wholesale and retail contracts for the purchase and sale of energy, capacity, and RECs. Pat’s energy clients included owners and developers of all forms of generation, including wind, biomass, hydroelectric, solar and natural gas facilities. Pat also represented numerous Maine towns and special districts in utility regulatory matters, including the regulation of electricity, gas, water and telecommunications providers.
