About Pat Shields

As a Director of Acquisition Practice within the SSC Family, I am engaged in a variety of efforts that include both direct, customer-facing support services as well as internally focused endeavors. In direct support of client agencies, I work as a team member or as a team of 1 to assist in the development of procurement packages and the full range of acquisition support documentation to meet the client agency needs. The procurement values have ranged from under $10M to requirements with values approaching $1B. In addition to supporting the requirement owners/program offices, I also assist agency contracting officers/teams with their own acquisition/procurement analyses and documentation ranging from cost/price analyses to thorough and compliant justification approval documents. I have also been successful in assisting agencies to develop and maintain/update their organizational policies and practitioner training across the full spectrum of Acquisition Team practitioners. I have also led a team of client-focused experts in providing "ask the expert" type support services, both in writing and phoned-in spanning the entire spectrum of the acquisition/contracting process. These services and my built-up expertise have also been invaluable as the principal SME member of our design and development team engaged in creating, marketing and supporting the SSC Enlightened Solutions suite of products that provide automated assistance for agency acquisition operations practitioners and their leaders. In addition, I am the principal developer and curator of our Reachback Resources Library of acquisition/contracting support materials that are available to all SSC personnel engaged with any/all of our agency clients - to assist them in delivering innovative, Enlightened Solutions that meet the client's needs and provide Lasting Value.These efforts and accomplishments followed and were built upon the knowledge and professional competencies I built and established in my 26+ years as a GS-1102 supervisory contracting officer within the Navy Department. During that career, I planned, negotiated, awarded, and managed more than $10B worth of major weapons systems contracts that included requirements for the most advanced tactical aircraft, missiles plus a variety of related support equipment and services.I've been blessed, between my Federal civil service career and my post-retirement contractor experiences spanning over 45 years, to learn and share knowledge covering the full acquisition cycle and with individual value ranges from PCard level to multi-$B.
