About Patrick Tracy

Hi. My name is Patrick and I currently serve as the Senior Director of UPMC Health Plan’s Children's Health Insurance Program (CHIP), which I helped establish in 2006. My responsibilities include overseeing product growth and expansion, and today UPMC for Kids is the largest CHIP managed care plan in Pennsylvania. I have led UPMC for Kids through significant structural realignments, the implementation of Public Health Emergency regulatory and operational requirements, and I have overseen a variety of program audits/regulatory site visits. I also serve as a Preceptor supporting the University of Pittsburgh’s Graduate School of Public Health (GSPH). Over the last 5 years, I have partnered with in the Pitt’s GSPH to participate in the Extended Administrative Residency program. This collaboration provides meaningful and experiential learning for public health graduate students. From 2012 – 2023, I served in leadership roles through the evolution of UPMC Health Plan’s individual commercial products. In 2012, UPMC Health Plan launched their “Individual Advantage” Guaranteed Renewable Individual Product, and I served as the Director of Operations. In 2014, with the launch of ACA Exchange products, I began overseeing Exchange Operations. My responsibilities focused on creating alignment of operations with ACA regulations and supporting the Sales team in the deployment of their products. Additionally, I oversaw the Qualified Health Plan (QHP) product filing submissions; served as a principal liaison to CMS, and later to Pennsylvania’s State Based Exchange, Pennie; and I led the development of Exchange Operations policies and procedures. Prior to joining UPMC Health Plan, I worked as a health and human services consultant with Deloitte, CGI, and KPMG. In my career, I have 25 years’ experience in health care administration and health care consulting, with a focus on product implementations, operations, strategy, and compliance. I have also had the opportunity and privilege to present at national conferences on a variety of topics including member retention and engagement, compliance, and regulatory audit readiness.
