About Paul Chartier

42 years of multi-functional acquisition life-cycle logistics, program management, supply chain, depot and procurement experience in support of major systems development and sustainment on F-16 aircraft (22 years Active Duty); Seven years within the F-16 System Program Office (SPO) and Foreign Military Sales (FMS), International Branch. Five years in Aerospace Dominance Enabler Division directing/managing Control and Reporting Centers (CRC) and Atmospheric Early Warning Systems (AEWS). Finally, was assigned as Materiel Leader, Air Combat Training Systems (ACTS). Experience working FMS programs; provided managerial guidance to program teams in support of 11 coalition partners in acquisition/sustainment of their P5 Combat Training Systems (P5CTS). Provided supervisory and managerial guidance over five F-16 program teams (Thailand, Poland, Romania, Bahrain and Israel). Also, lead program manager on three different F-16 country program teams – Israel, Iraq and Egypt. Interacted with the Technical Coordination Group (TCG) and daily with the Foreign Liaison Officers (FLOs) and Senior Country Representatives (SCRs) assigned to Hill AFB. Significant interaction with country personnel, Defense Security Cooperation Agency (DSCA), Office of the Undersecretary of the AirForce/ International Affairs (SAF/IA), and AFLCMC/WF (formerly Air Force Security Assistance and Cooperation [AFSAC] Directorate) in all aspects of security assistance management. Diversified experience with sole source and competitive acquisition strategies through Early Strategy and Issues Sessions (ESIS), acquisition planning phase to include Acquisition Strategy Panel (ASP) review, proposal solicitation, past performance evaluations, negotiation, award, performing cost and price analysis, executing market research, orchestrating source selections, negotiating and administering contracts for a variety of goods and services including spares, repairs, modifications, engineering services and major weapons systems procurements for AF MAJCOMs (AFMC, ACC, and USAFE) and the Navy-NAVAIR.
