About Paul Locklin

Paul Locklin is a technology executive with extensive international experience. His technology career started with the co-founding of PCI in 1972. Headquartered in Singapore, PCI was one of the early American owned companies to see the opportunities of Asian based electronics manufacturing. From a modest early investment PCI grew to become one of the worlds largest manufacturers of Printed Circuit Boards, Liquid Crystal Displays (LCD’s) and contract assembles with over 1500 employees and manufacturing facilities in Singapore, Hong Kong, Manila and Indonesia. Paul served as President and CEO from founding through 1986, when PCI was acquired by a publicly listed Singapore company. In 1988 he co-founded CIDCO, a telecommunication equipment manufacturer based in Silicon Valley serving as President and CEO from founding until 1997. CIDCO produced innovative equipment for telephone operating companies worldwide, with major customers including ATT, British Telecom and Telefonica. During this period CIDCO enjoyed a commanding 60%+ market share in the caller ID space with annual revenues growing to over 250 million dollars. CIDCO was profitable and cash flow positive from the start of revenue in 1990 through 1997, and lead the company listing on NASDAQ in 1994. Paul returned to CIDCO as CEO, President and Chairman in and remained in that position until Earthlink acquired CIDCO in 2001. Since leaving CIDCO, he has been a private investor focusing on either early stage companies with high potential for transformational success, or business opportunities with unique dynamics that requires the mentoring of both executives and executive leadership teams. Locklin received BS in Marketing from California State University, Hayward (1968) and holds several telecommunication and chemical process patents.
