PAUL M. Since 2008, Paul has consulted for a number of governmental and non-profit entities on a range of natural resource matters including forest health and wildfire mitigation, wildlife highway crossings, wildlife corridors, renewable energy facility siting and outdoor recreation initiatives. Paul consulted for the USFS Arapaho Roosevelt National Forest from 2021 to 2023 to establish, operationalize and facilitate the meetings of the Boulder County Fireshed, a collaborative effort of federal, state and local governments as well as non-profits to align wildfire mitigation, forest health and watershed protection efforts across multiple public and private land boundaries in Boulder County, Colorado. Paul crafted an agreement between all of these parties that was signed in August 2020. From 2019-2021 Paul consulted for the Undersecretary of Agriculture to help align state and federal wildfire and forest health efforts. To mitigate the wildfire threat, USDA and the Forest Service initiated a "Shared Stewardship" approach to partner with Governors, tribes, and others to identify landscape-scale priorities for forestry treatments signing over 30 agreements as of late 2021.(See a description of additional Orbuch Consulting clients and projects under Experience) Paul served as Assistant Director of the Colorado Department of Natural Resources from 2007- 2008 where he provided political and policy oversight to the Division of Wildlife, Department of Parks and Recreation, State Forest Service, State Land Board and Great Outdoors Colorado. From 1994-2007, Paul was Counsel to the Western Governors’ Association in Denver, Colorado and he served as WGA’s Acting Executive Director in 2003/2004. From 1988-1993 he worked in Washington, D.C, serving as a Staff Attorney at the Center for International Environmental Law and as an Associate Attorney with the law rm of Howrey & Simon. Paul received his Juris Doctor degree from the University of California Law San Francisco in 1988 and his Bachelor’s degree in Political Science from UCLA in 1985.
