About Paul Vargo

My career focus has been in application design/development and project management of custom pharmacy and claims processing systems. Systems development assignments began with initial conceptual idea, through all phases of the SDLC, to full product implementation, enhancements and support. I began my career as a programmer, advancing through analysis and design roles, achieving project management positions responsible for staff and product development. Projects and Systems implemented under my direction include: • Medicare Part-D, Facets & Fazal enrollment systems and reconciliation systems, managing the staff and operations for 1.8 million members. • Pharmacy Benefits Management (PBM) Systems for WebMD and Systemed Pharmacy/Medco. Designed/developed and implemented two on-line transaction processing (OLTP) systems, processing hundreds of third party insurance carriers. NCPDP 3.2 and 5.1 telecommunications industry standards, MediSpan and First Data Bank, Eligibility and NCPDP, claims pricing, copay and deductible strategies. Key clients: BCBS of Ohio, BCBS of California, State of Georgia and Kimberly Clark. • Data warehouse system responsible for the design/development and operations for a claims re-processing service. • Data warehouse system designed for Department of Defense (DoD) housing 9 million members. • Pharmacy POS system. Key pharmacy/chain clients: REVCO, Pay-n-Save, K&B and Parkland Hospital. • Mail Order Pharmacy system contributing $130 million in revenue. Various systems functionality I developed included: Transaction processing communications applications.(2) National real-time OLTP Adjudication engines. Loading of data from third party vendors and client master files. Front-end screen development allowing real-time and remote user maintenance. Back-end file/data creation and manipulation. Reporting requirements.
