About Paula Miller

I'm a cultural resources specialist with over 30 years of experience in the environmental consulting industry. I exceed the SOI's professional qualifications and have expertise in the implementation and best practices of Section 106. I've developed and executed archaeological and architectural studies for transportation, land development, telecommunications, and energy projects in the eastern United States, and prepared predictive models, Phase I, II, and technical reports, data recovery workplans, evaluations of eligibility and effects for architectural resources, Section 4(f) statements, and Section 106 agreement documents, designed products for creative mitigation, and contributed to environmental assessments. I have experience in ethnographic research; collections management; public archaeology; and the inventory, assessment, and interpretation of landscapes and material culture for nationally and internationally significant historic sites. Additionally, I've assisted with stream and wetland delineation, habitat identification, and T&E plant species monitoring. I volunteer weekly as a care provider at a wildlife rehabilitation center that specializes in raptors, waterfowl, and rabies vector species. In 2023, I completed a certificate program in Habitat Advocacy, and am currently learning how to collect and analyze acoustic data from bats as well as working toward obtaining my Wildlife Capture and Transport permit in Pennsylvania.
