About Paula Soper

Paula Soper is Principal Public Health Informatician at MITRE Corporation with a focus on modernizing the public health technical infrastructure nationwide. Previously, Paula was a Public Health Advisor with CNI Advantage, providing informatics strategy consulting for Zika response and immunizations registries, and Senior Director for Public Health Informatics at the Association of State and Territorial Health Officials. She was an Instructor in the JHU School of Nursing Applied Health Informatics Program and an instructor in the clinical laboratory masters program at the University of north Dakota School of Medicine and Health Sciences. Paula has worked in health informatics and public health systems and services research at NORC at the University of Chicago and RTI International. Paula served as the Program Manager for Public Health Preparedness and Response and Senior Analyst for Public Health Informatics at the National Association of County and City Health Officials. In that position, Paula focused primarily on ensuring public health involvement in national preparedness and health information technology efforts. She served as a Senior Advisor to the American Health Information Community’s (AHIC) BioSurveillance and Population Health and Clinical Connections Workgroups. Prior to joining NACCHO, Paula was the Senior Epidemiologist and Senior Manager of the Health Consulting Group at Scientific Technologies Corporation, managing projects ranging from local community health assessments to statewide planning for disease surveillance systems and immunization registries. Paula also worked as an epidemiologist and Director of the statewide immunization registry for Maryland, and served as the founding President of the American Immunization Registry Association.Paula was National Library of Medicine/Robert Wood Johnson Public Health Informatics Fellow at the Johns Hopkins School of Medicine, where she received an MS in Health Sciences Informatics. Paula received her MPH from George Washington University in Maternal and Child Health and a BA in Biology and Human Relations from Trinity College. She is currently pursuing a PhD in Organization Psychology with a concentration in Social Justice at Adler University.
