About Paulo Chong

I am Paulo Chong, an engineer born in Macau in 1969, with over 30 years of experience in engineering, project management, and corporate administration. Throughout my career, I have built solid expertise in managing large-scale international projects, with a strong focus on mission-critical and high-availability infrastructure, investment and financial mechanisms, commodity trading, representations, and due diligence. With more than 20 years of experience in contract management and administration, I possess in-depth knowledge of FIDIC contracts and a comprehensive understanding of Portuguese, European, Brazilian, Mercosur, and international legislation. I have successfully led projects across countries such as Portugal, Brazil, Angola, Spain, Belgium, and Sweden, and developed partnerships in over 20 other geographies, including China, the United States, Qatar, the UAE, India, the United Kingdom, and Israel. Some of the most challenging projects I have managed include the Phase 3 construction of Equinix’s IBX SP4 Data Center in São Paulo, which involved more than stakeholders and achieved Uptime Institute Tier certification, as well as the development of one of Europe’s largest data center projects (1.2 GW) currently underway. Beyond my technical and corporate leadership background, I have served as president of organizations such as the Internationalization and Economic Intelligence Association (AIIE), the Rotary Club Porto-Foz, the Rotary Club São Paulo Paraíso, and the Casa de Macau Association of São Paulo. I also founded the Social Collaboration Project (PCS project) and have actively promoted therapeutic health initiatives, reinforcing my commitment to community impact and social responsibility. I see myself as a results-driven leader with strategic vision, critical thinking, and strong accountability. My mission is to create sustainable value in complex, high-risk projects while contributing positively to both business and society.
