Over 34 years in environmental coastal science, planning, and management, mainly for the construction industry, and the marine and coastal conservation and protection field. Employee of Federal and State environmental agencies, architectural & engineering firms, and universities. A BS in Biology and an MS in Coastal Zone Management (CZM). Professor of environmental law & regulations, solid waste management, marine biology, and marine and coastal science research methods Expertise in development projects site evaluations for conservation and mitigation, environmental documents, monitoring, pollution prevention plans marine and terrestrial ecological studies, assessments and management plans, coastline retreat studies, coastal habitats restoration, coastal vulnerability assessments, and adaptation plans. Also, conducted Phase I & II Environmental Site Assessments, soil abatement, and disposal. Conceived created and coordinated various coastal conservation, monitoring, and awareness teams. Including the Dune Conservation Action Team (Dune-CAT) of the Caribbean Landscape Conservation Cooperative (federal). The Dune-CAT performed a dune restoration with a vegetation demonstration project, which included educational and awareness-raising presentations and capacity-building workshops. The Loíza Climate Action Team for the implementation of the Loiza Adaptation Plan following the Community Participation Plan. The groundwater inundation, monitoring, and awareness group, was formed to study and analyze the effect of underground inundation induced by sea level rise. This group included federal agencies, academia, engineers, videographers, and community leaders. With the State Coastal Zone Management (CZM) Program, formed a team of academics to conduct an abiotic & abiotic inventory of a marine natural reserve. Coastal & marine science educator and advisor to conservation and environmental groups. Prepared a strategic plan for the creation of a coastal park proposal. Including lobbying municipal and state legislators and agencies. And promulgated the park thru TV and radio appearances, and social media. In the CZM Program, evaluated applications for endorsements & environmental impact statements & assessments for developments in the coastal zone and prepared management plans for marine protected areas. At National Oceanic & Atmospheric Administration worked in marine surveys and data collection. Assisted in the organization, and logistics, of a scientific symposium.
