About Peter Fraser

After leaving the International Energy Agency in 2022, Peter has been working as a consultant specializing in energy transition issues. Recent engagements include: lead author of a report "Elevating the Priority of Decarbonization in Energy Regulatory Decision Making" prepared for the Regulatory Energy Transition Accelerator and acting as an expert advisor to the Energy Transition Accelerator on the development of their carbon crediting standard. Peter joined the Board of Directors of the Canada Energy Regulator in June 2024. Peter was the Head of the Gas, Coal and Power Markets Division of the International Energy Agency from 2016-2022, where he directed the work on Electricity, Gas and Coal Market Reports, and the Global Gas Security Reviews. He was study lead and co-author of the IEA report Nuclear Power and Secure Energy Transitions (2022) as well as co-author of Nuclear Power in a Clean Energy System (2019). This was his second sojourn with the IEA, having been a Senior Electricity Policy Advisor there from 1998-2004 where he authored Power Generation Investment in Electricity Markets (2003), Distributed Generation in Liberalised Electricity Markets (2002), and reviews of electricity market reforms in seven countries. In between, Peter worked at the Ontario Energy Board, most recently as Vice President, Consumer Protection and Industry Performance. Peter also took over responsibility for completing the Ontario Energy Board review of the proposed Energy East pipeline. Earlier, he had been responsible for the implementation of regulatory rules related to the efficient connection of renewable generation and the rules for the implementation of smart grid and time of use pricing. He was the OEB’s liaison with the government on the implementation of the feed in tariff program. From 1989-98, he was an energy policy advisor at the Ontario Ministry of Energy where he had supervised the drafting of the Energy Competition Act, which reformed the Ontario electricity sector. Early in his career he was involved in nuclear power, first as a safety analyst with Atomic Energy of Canada Limited and later as Staff Scientist leading the analysis on the Ontario Nuclear Safety Review. Peter holds master’s degrees in physics from Queen’s University and in environmental studies from York University and a BSc in physics from the University of Toronto. He is currently based in Paris, France.
