About Peter Warren
My interests and expertise span climate finance, energy and climate policy, green investment, and business and sustainability. I currently work in international climate finance for the UK Government's Department for Business, Energy & Industrial Strategy (BEIS)'s International Climate and Energy Directorate, and head up the team that manages a portfolio of programmes totalling ~£700m focused on climate finance investments for innovation and technology for climate mitigation in developing countries. This includes overseeing the UK Government's Ayrton Fund, the Clean Energy Innovation Facility (CEIF), the International Carbon Capture, Usage and Storage (CCUS) Programme, the Energy Sector Management Assistance Programme (ESMAP) and the Clean Energy Fund Technical Assistance (CEF TA) Programme. Prior to this, I worked in BEIS's Science and Innovation for Climate and Energy Directorate leading the evidence and analytical work for smart technologies and smart energy, and before that I worked in the Energy Efficiency in Emerging Economies team at the OECD's International Energy Agency (IEA), particularly focussing on energy efficiency in small-to-medium-sized enterprises (SMEs) and energy efficiency policy in India. I completed a PhD in energy policy at UCL and have previously undertaken academic research on international climate finance, EU climate policy, sustainable pathways for the UK energy system, demand-side energy policy, incorporating people’s behaviour in energy system models, the uptake of micro-generation in small businesses, and the environmental impacts of geothermal power. Since 2009, I have lectured on energy and climate policy, and climate finance, at UCL, Durham University and the University of Edinburgh, and supervised 27 Masters dissertations to date. In 2017, I established and continue to run a Masters module on Energy and Climate Policy at UCL, and continue to supervise Masters and Bachelors dissertations in the area. I am a Fellow of the Higher Education Academy (FHEA) and a Chartered Environmentalist (CEnv). Understanding climate and energy issues at different scales is crucial to the effective design and implementation of energy and climate strategies. In addition to the international and national experiences mentioned above, at the local scale, I was the Sustainability Manager for a London-based SME and was Chair of the Board for Camden Council's Camden Climate Change Alliance for four years. Public engagement is similarly crucial and I produced two short films on climate change in 2013.
