About Phil Duncan

Phil Duncan is a transformational leader with over a quarter century of unrivaled experience in law enforcement, corporate security, risk management and public safety. As the Founder of Covert Elite Response Academy (CERA), he is a trusted provider of industry-leading training to the government and private sectors. Over the years, he has trained thousands of professionals domestically and internationally, including (but not limited to) members of the police, military personnel, special constables, executive | dignitary protection agents, security guards, federal and provincial agencies and many others. His distinguished clientele includes the Canadian Nuclear Safety Commission (CNSC), Environment and Climate Change Canada, Canada Energy Regulator (CER), Toronto Transit Commission (TTC), OC Transpo and International Covert Operations Training Conference. Known for his leadership in high-stress environments, he has held key roles overseeing some of Canada’s largest and most complex transnational organized crime investigations (which included executing 100 simultaneous dynamic search warrants with over Police Officers). He served as a founding member of Canada’s first Organized Crime | Integrated Gun and Gang Task Force. Moreover, he has led other elite Joint Task Force (JTF) specialized units, including Covert Operations | Security Section | Intelligence Division, Drug Enforcement Unit | Organized Crime Enforcement, and the Major Project Section. As a Senior Use of Force Instructor at the Toronto Police Training Academy, Phil designed training curriculum for 5K+ police officers annually. Additionally, Phil has collaborated with numerous domestic and international agencies, such as the DEA, ATF, FBI, U.S. Marshals Service, RCMP (CFSEU, INCET, ITF), CSIS, CBSA and Immigration and Citizenship. As a Site Commander and Agent in Charge, Phil has provided protective services and physical security for A-list celebrities (Oscar Award winners), dignitaries, high-net-worth clients, corporate executives, professional athletes, and critical infrastructure at high-profile events, including the Toronto International Film Festival (TIFF), the Toronto Caribbean Carnival (Caribana), CBC Canada New Year's Eve Celebration, FIS Snowboard World Cup, 2010 Toronto G20 Summit and others.
