About Philip Miller
Retired from full-time work.PE in Florida.Graduate of Duke University in Civil Engineering (1983), and University of Chicago Graduate School of Business (now named "Booth School of Business") with concentrations in Accounting and Finance.I began highway engineering at PennDOT, learning fundamental practice of highway design, traffic engineering, bridge design, winter and summer maintenance, and construction. I dove into tolls in 1989 consulting to the Illinois Tollway to develop their capital program and implement electronic tolls. This introduced me to toll technology and operations, and toll highway finance, in many roles, locations and industry sectors.I was honored in in January 2026 to join HNTB and assist with the many tolls innovation projects across the country. I look forward to applying the great experience gained from across the toll industry in meeting some new unique challenges, as our industry continues to evolve.Resume Snapshot - Employment2026 to present: HNTB2019 to 2025: WSP2011 to 2019: AECOM 2003 to 2011: PBS & J 1997 to 2003: WSA1989 to 1997: CTE (formerly Envirodyne, now part of AECOM).1983 to 1989: PennDOT District 8-0 (Harrisburg), Consultant Liaison and Bridge Engineering1978 to 1983: US Army Field Station (West) BerlinA few key projects over the years have been- System engineering manager to start up Transportation Corridor Agencies in Orange County, CA- Lead consultant to launch I-PASS (electronic tolls) program in Illinois- Lead consultant to develop the Miami All Electronic Tolling (then:"ORT") Master Plan- Lead consultant for procurement of North Carolina Turnpike Authority’s first electronic toll system- Developed the Massachusetts Turnpike (I-90) All-Electronic Tolling (AET) conversion program, removing many toll plaza bottlenecks across the Commonwealth- Helped with other programs such as launch of tolls in Washington State at Tacoma Narrows Bridge and many other programs across the US, Canada, Mexico, and the Philippines- Between 2022 and 2024, I served on the Oregon DOT leadership team to attempt to launch a toll program: concepts, procurements, toll infrastructure, rules, and working relationships with prospective interoperable partners. The project was suspended March 2024, effectively ending my assignment. Specialties: Toll roads: engineering, planning & programming, toll engineering support for public agencies and private developers, operations planning, ETC, systems procurement, advisory services.
