Background

About Phill Mills

I simplify the complexities of the UK water sector, helping businesses and associations navigate its challenges and achieve their goals. With extensive experience at a major water company, a global water consultancy, and Water UK, I bring a unique insider’s perspective. As the founder of my own specialist consultancy, I empower clients to understand the water industry, develop effective strategies, and deliver measurable outcomes. Currently, I chair the UK Water Retailer Council (UKWRC), advise the Board of the National Association of Drainage Contractors (NADC), and support Energy & Utility Skills (EUSR) in auditing water companies’ compliance with the Competent Operator Scheme (COS). My work involves regular engagement with key stakeholders, including Ofwat, Defra, MOSL, and the Environment Agency. Whether you’re exploring a business idea, driving innovation, or seeking strategic guidance in the water sector, I can help—or connect you with someone who can. My expertise spans the water industry, business retail market, water and wastewater infrastructure, water efficiency, policy development, stakeholder engagement, public affairs, and customer service. Let’s connect to discuss how I can support your goals. Email me at phillmills@policyconsulting.co.uk or send me a message here on LinkedIn.
