Background

About Phillip Dunlap

My strengths lie in change management and strategic growth within large systems. In my current role as Director of the Broward County Cultural Division (Broward County’s designated Local Arts Agency), I am responsible arts and cultural development, affecting change within a massive governmental structure that impacts 31 municipalities, 2 million residents, and 14 million annual visitors. In my role, I am the County’s top arts and culture official and serve as member of Broward County’s executive/senior leadership team, reporting to the County Administrator and managing all aspects of the Cultural Division's grantmaking, public art, marketing and community engagement programs. I also oversee all administrative functions, including purchasing/procurement, budget development and finance, and emergency management functions. The Cultural Division is an agency with a staff of 17 and an annual budget of more than $10 million with additional capital appropriations for public art. I work with the County Commission (9 elected officials), County Administration, and the Broward Cultural Council (a 24-member board, appointed by the County Commission) to establish and advance public policy to develop arts and culture infrastructure. Since arriving at the Division in 2019, I have been able to increase the budget by 20%; led a complete overhaul of the Division's grantmaking programs; created a major, new county-wide event, IGNITE Broward worked to gain Commission approval of a landmark $6 million public art project, the biggest in County history; and approval of a new cultural center.
